Manager of Engineering– 18 Month Term
The City of Iqaluit is seeking qualified applicants for the position of Manager of Engineering. The City will also accept proposals for seconded personnel from Project Management firms to fill this position.
Reporting to the Director of Public Works & Engineering, the Manager of the Engineering Division ensures that the engineering elements of municipal assets meet the requirements of the City, and supports the provision of services in the most efficient and cost-effective manner. To this end, the Manager:
- oversees and administers construction and engineering projects;
- liaises with regulatory agencies to ensure compliance with legislation;
- participates in plan reviews for new developments;
- administers permit processes associated with service connections/disconnections, road cuts and closures, and any work involving City infrastructure; and
- analyses existing work processes and develops new work processes to improve the delivery of services provided by the Public Works & Engineering Department.
In addition, the Manager of Engineering is expected to exercise considerable professional judgment and discretion in all aspects of the work and to liaise with the other City Departments, citizens, associations, business groups, outside agencies, and territorial and federal authorities. The Manager directly supervises two Project Officer positions. This position is excluded from the Collective Agreement and is for an (18) eighteen month term with the possibility of an extension.
Required Qualifications:
- Completion of a university degree in Civil Engineering or a related field
- A minimum of 5 years recent experience successfully supervising and administering construction projects or managing operations in a unionized. Municipal, Territorial, Provincial, Public Works or Parks environment.
- Proficient in Microsoft office suite (Outlook, excel, word).
- Proven experience developing, tendering and administering contracts for capital assets and/or infrastructure related to projects funded by a public organization.
- Proven experience and competence writing technical reports and preparing detailed budgets and cost estimates relating to construction projects.
- Possession of a valid Class 5 driver’s license.
Preferred Education, Skills and Knowledge:
- Completion of a university degree in Civil Engineering supplemented with formalized training in administrative management, public administration, project management and/or leadership skills or equivalent.
Due to the nature of this position, the successful candidate must submit a clear criminal reference check.
