The position is responsible to the Chief Administrative Officer (CAO) as a member of the Senior Management Team for the administration, general management, direction and operation of the Recreation Department.   The Director is responsible for ensuring that the department operates in alignment with the strategic priorities of the City.  He/she is also responsible for assessing the needs and interests of residents in relation to sport, recreation, leisure, and culture and for implementing short term and long term plans to address the needs.  He/she develops policies, processes and implements training to ensure residents are served with excellence. The Director will create a positive climate in which to allow each member of the Recreation Department to grow and develop to ensure they can contribute fully to the success of the Department.  

The position is also responsible for the efficient management of the department’s capital and operating budget, its facilities and its human resources.  It is directly responsible for a department of over 50  permanent, term and casual staff.  The Director will oversee the effective operation and care of the City’s recreation facilities including an Aquatics and Fitness Centre, Arenas and Curling Rink, Youth Centre, Elders Centre, Parks and Playgrounds and the programs, services and events delivered by the City.  The Director will lead the planning process for the future development of Iqaluit’s recreation facilities and services.


  • A degree in recreation, physical education, public administration, business administration or equivalent from a recognized University or college.  
  • The candidate must possess at least 7 years of progressive advancement experience in a municipal recreation environment, or similar.  
  • Minimum 5 years’ experience in a management role with increasing levels of responsibilities
  • Minimum 5 years’ experience in operational, financial and human resource management 
  • The ability to develop and manage operational and capital budgets 
  • Experience in facilities management including operating budgets, maintenance, safety, processes and work plans
  • Ability to manage projects; from initial planning to completion
  • Must have sound knowledge of arena and pool operations, parks and playgrounds, community centre and fitness operations, best practices and legislation related to child and youth programs, adult and elders programs and the territorial sporting framework.
  • Recreation program and facilities specific certifications from a recognized association or institute to demonstrate technical and program specific knowledge.  These include but are not limited to: certifications under the lifesaving society, provincial and national recreation associations relating to facilities management, playgrounds, fitness and sport governing bodies.
  • Possession of a current valid criminal reference check and tuberculosis screening.  
  • A valid driver’s license

Management and Communication Skills

  • Excellent management track record with specific accomplishments in directing budgets, strategic planning and providing recommendations to a senior management team
  • Experience managing teams and proven ability to develop respectful workplace culture
  • Must have excellent computer skills, proficient in Microsoft Office, desktop publishing and social media applications.
  • Must possess strong organizational skills
  • Proven interpersonal skills
  • Able to communicate effectively, both orally and in written format, with sound knowledge and ability to prepare technical and non-technical reports
  • Able to deal with emergencies and the ability to direct and organize the operations to rectify the issue.
  • Ability to communicate tasks to subordinate staff in a clear and concise way.


  • Assets include the ability to speak Inuktitut
  • An understanding of the local culture and experience living and working in a Northern community is an asset
  • Effective communication skills with individuals at all levels of the organization, and strong problem identification and problem resolution skills.

Equivalencies that include a combination of education and experience may be considered.

All relevant certifications are required at time of application.  The successful candidate would be required to submit a Criminal Record Check, as well as an acceptable Driver’s Abstract.
